Should I use C4 or rockets?

Short answer

Use C4 when the target is isolated and you want simple, concentrated direct damage. Use rockets when a well-aimed splash can damage multiple building pieces or when switching targets matters. Compare the complete breach path: one cheap layer does not make the entire route cheap.
